Growth & Opportunity

Helping policymakers unlock economic growth and social progress

We help governments and public institutions understand how people, systems and policies can create inclusive economic and social progress.

We bring together expertise across skills, labour markets, welfare, taxation, housing, trade, social mobility and economic development, helping clients navigate complex challenges that shape opportunity throughout people’s lives.

Drawing on deep policy knowledge, robust evidence and multidisciplinary research approaches, we help clients understand the experiences, behaviours, motivations and needs of people across society. This includes leading practice in engaging disadvantaged, vulnerable and seldom-heard groups, as well as harder-to-reach professional audiences, ensuring policies and services are informed by the perspectives of those most affected.

Our work spans national, regional and international contexts, combining economic and social perspectives to help decision-makers design policies and services that support prosperity, fairness and long-term growth.

Our work in action

The image shows a workspace where several people are engaged in a collaborative activity. There are hands visible on a table, with various papers, sticky notes, and writing instruments. We partnered with HMRC to evaluate how digital tax reforms were affecting customer experience and service delivery. Through expert interviews, focus groups and innovative real-time research methods, we developed a robust framework for measuring the impact of tax modernisation over time. The work provided actionable insights into how different customer groups interact with the tax system, helping HMRC improve accessibility, efficiency and effectiveness.

Ein Foto von acht Leuten, die der Shell Jugendstudie beteiligt waren. For more than 20 years, we have helped deliver Germany’s renowned Shell Youth Study, providing policymakers, educators and employers with robust evidence on the aspirations, concerns and future expectations of 12–25-year-olds. The study explores attitudes towards education, careers, skills, economic security and social participation, helping decision-makers understand the factors shaping future opportunity and workforce participation. By tracking long-term trends in young people’s lives, it provides critical insight into the policies needed to support social mobility, inclusion and economic growth.

The tower casts a long shadow across the ground. Our flagship public opinion study, providing regular insight into how people in the UK view the economy, employment, living standards, public services and the issues shaping their future prospects. Drawing on a robust, nationally representative sample, it helps policymakers understand public confidence, economic sentiment and emerging societal challenges.

UK_CrimeSurvey_1920x1080One in five households in the UK rents their home from a private landlord or letting agent. While most of these tenancies run smoothly, private tenants are more likely to live in poor quality housing, fearing eviction for asking for repairs and with an inexperienced landlord.

We partnered with the UK Government to build a stronger evidence base on conditions, affordability and experiences within the private rented sector. Through large-scale research and analysis, we identified the challenges faced by renters and landlords, providing insights to support policy development and improve housing outcomes. The work helped decision-makers better understand the realities of the rental market and develop evidence-based interventions to create a fairer, more secure housing system.
