Critical Infrastructure
Helping clients build, transition and manage the infrastructure society depends on
Critical infrastructure underpins the way people live, work, travel, connect and access essential services. From energy, utilities and transport to digital networks, ports, road safety and major events, infrastructure decisions shape economies, communities and everyday life.
Verian helps governments, regulators and infrastructure organisations understand how people use, experience, value and respond to critical infrastructure. We bring together behavioural insight, customer experience, public sentiment, social licence, evaluation and policy expertise to support better decisions about where, how and when to invest.
Our expertise spans energy, utilities, transport, digital infrastructure, ports, road safety, major events and the transition to net zero to help clients answer the human questions at the heart of infrastructure: what do customers and citizens need, how can their experience be improved, what will communities accept, what barriers stand in the way of change, and how can investment deliver long-term public value?
Our work in action
Transport Infrastructure

For DESNZ, we used a randomised controlled trial with 3,673 participants to test how different messages affected support for new electricity transmission infrastructure, nationally and locally. The work showed how clear evidence on public attitudes, perceived benefits and local concerns can help plan, communicate and deliver major transport and network infrastructure more effectively.

For Translink, we combined qualitative and quantitative research to test public transport information products, including network maps, line diagrams and frequency tables. Engaging regular, infrequent, interstate and accessible-needs users, the work identified information gaps, legibility issues and journey-planning barriers. This helped improve customer experience and support a growing, changing public transport network.

Through extensive work for the Department for Transport and National Highways, we explored Strategic Road Network user needs, expectations and priorities for improvement. Our research examined satisfaction, safety, stress, journey experience and future technologies including electric and autonomous vehicles, helping them plan investment, improve customer experience and prepare road networks for future demand.

Energy & Utilities

We examined the planning, regulatory and practical challenges affecting UK hydrogen infrastructure, combining international process reviews, literature analysis, stakeholder interviews and workshops. The work helped identify solutions to make planning more efficient, joined-up and investment-ready supporting them to accelerate net zero infrastructure, reduce delivery risk and enable future energy systems.

We designed and delivered Our Water, Our Voice, a multi-phase community engagement and research programme to help Sydney Water understand customer priorities, service expectations and willingness to pay for future investment. We combined large-scale deliberative forums, co-design workshops, community panels, qualitative research and surveys, engaging more than 13,500 customers and stakeholders across Greater Sydney.
Insights from the programme informed Sydney Water's long-term planning, regulatory submissions and investment decisions, providing a clear and defensible customer voice to guide future infrastructure and service delivery.

Sustainability & Clean Energy

We applied our Social Licence Model to assess community support for the Department of Climate Change, Energy, the Environment and Water’s carbon emissions reduction mandate and Safeguard Mechanism. Using nationally representative research, we identified levels of public understanding, acceptance and trust helping the department strengthen engagement and deliver climate policy with greater confidence.

For the Joint Air Quality Unit, we examined why retrofitted buses were not delivering expected emissions reductions, focusing on the human factors affecting installation, use, maintenance and monitoring of emissions technology. Through stakeholder interviews and site visits, our work identified practical barriers to performance helping improve air quality outcomes, maximise investment value and support cleaner, more effective transport systems.

Additional insight

We have helped clients understand public expectations around net zero, utilities and infrastructure investment via UK Public Voice random sample panel. In 2024 polling showed strong public support for zero-carbon electricity by 2030, but low confidence that it will be achieved. It also highlighted the conditional support for local energy infrastructure, especially where this reduces costs, and a need for greater support from utility companies — helping clients plan engagement, build trust and deliver the energy transition more effectively.
