The Public Sector Reputation Index was developed nearly a decade ago in response to demand from our public sector clients for rigorous, independent benchmarks of their reputation.
The Index is a globally validated model of reputation that has been carefully adapted for the public sector.
This model includes 16 reputation attributes under four central pillars:
- Trust,
- Leadership,
- Social responsibility, and
- Fairness
The results of the PSRI can be used by agencies to set KPIs and monitor their reputation performance.
Highlights of 2025's results include:
- Trust has become the most dominant driver of reputation.
- Agencies seen as independent, expert-led and apolitical enjoy stronger and more stable reputations.
- Agencies that improved their reputation have relied on combination of visibility and service delivery.
- Most New Zealanders don't want to see public sector funding reduced.

Recommendations for agencies include:
1. Focus on service delivery and demonstrating political neutrality.
2. Build emotional connection by becoming more visible and human.
3. Strengthen reputation through action, not just impression.
4. Understand your funding-support position and act accordingly.
